This dictionary started as a joint project between the Estonian Public Service Academy (now the Estonian Academy of Security Sciences) and the Latvian Police Academy. The project originated in the British Council's Peacekeeping English Project which ended in March 2006. International Language Services of Tallinn and Riga was a project partner in the early stages of the project from January to November 2006. The project was managed by Robert Buckmaster, Chief Lexicographer.
Currently the dictionary is being complied by a joint team of language teachers and police and rescue specialists from the Estonian Academy of Security Sciences.
