Def: any document issued by a state authority which may be used to verify aspects of a person's personal identity - the name, date of birth or personal identification code, and a photograph or facial image and the signature or image of signature
Example: Fines may only be applied if an identity card or passport is not possessed at all, if the document is expired or if one explicitly refuses to show ID to the police.
