Def: foreigner with no refugee status but in regard to whom there are grounds to believe that should they be deported or repatriated from a country back to their country of origin they may face significant danger there, including death penalty, torture, etc.
Example: In Estonia, recipients of temporary protection are first accommodated at Lääne-Virumaa, Reception centre for asylum seekers.
